This is the car that says CIBA on the base. I gave up looking for a toy company with that name. The only CIBA I could find makes something called Giegys. This is maybe a 200 Series Mercedes Benz, they left that up to my search skills as well. No mention on the base of what, where, why, or who. It’s approximately the same length as the 1:38 Kinsmart Jaguar I posted a few minutes ago, 5".
All plastic construction aside from the friction motor and the screws holding it together. Oh, and the axles...

The only text anywhere on the whole toy. CIBA, No. 101, © 1985, Made in Hong Kong. Very nice wide rubber tires. Being very sturdy plastic, with few to no delicate details (mirrors?), and the pull back motor action, this would be a good child’s toy, or a bad child’s, who cares?
